This is a reducing lens even though it looks like a traditional magnifier it has a specially engineered 3" lens that does the exact opposite of a Magnifier, it makes things appear further away. It has a specially designed double concave lens which achieves 2.2x Reducing (Reduction), these are widely used by artists, painters, sculptures, landscapers, and graphic designers.
